Things seem to be calming down a bit as the summer winds down. Nevertheless there is a lot of good chess this week. The Chinese Men's narrow win after three wins in the final round against a good Russian Men's side shows some development in their chess. They move on to take on a UK side starting tomorrow. Sergey Karjakin was the top rated player in the NH Scheveningen Youth vs Experience event and he came through with a good performance to win the event. FIDE's Ethics Commission reported this week on a range of subjects. I think it fair to say I'm not a fan of FIDE's current regime but they did come up with some interesting rulings. Oh and the Russian Chess Championships Higher League started which will probably produce the best chess of the lot.
Hope you enjoy this issue.

The 4th China vs Russia Chess Match took place 18th-31st August 2007 in Nizhniy Novgorod, Russia. China won the match overall 52.5-47.5 coming back to win the men's half with three wins in the final round and won the women's half 27-23 (almost entirely due to Elena Tairova's catastrophic 2.5/10, the other Russian players scored at least 50%).

Surya Shekhar Ganguly qualified for the FIDE World Cup in Siberia in November. Ganguly finished level on 9/11 with GN Gopal but won a rapid playoff match 2-0 to qualify. Gopal achieved an 11 game Grandmaster norm and Rohit a 9 GM norm from this event and that should be the 3rd and last norm for both players.

The Dubna Festival 2007 took place 1st-12th August 2007 in Dubna RUS. Aleksandr Rakhamanov won the GM event with 7.5/10. Vladislav Nozdrachev won the IM event with 13 points but the tables given on the FIDE site (scores are just wrong having far too few points but the crosstable seems to have the right results) and the official site (in Russian, Dimitrenko's score adds up to 12 but he's given only 11 points) are not exactly clear, these kind of errors sometimes are an indication of an event that should be examined more closely. There was also a 14 round open won by Alexei Gorbatov. I forgot to include the games from the open last week so I include them now.

The FIDE Ethics Commission reported on a few issues. Its going to be interesting to see how this process might develop in the future.
The documents are large and the judgements, especially in the case of Topalov and Danailov, long, and ones I can't possibly do justice to. You should read the originals here: http://www.fide.com/news.asp?id=1440
Nigel Short was charged over an interview to the Indian journalist Vijay Tagore, published on 30th January 2007 by the newspaper DNA, in which he was charged to have defamed Mr. Zurab Azmaiparashvili and Mr. Georgios Makropoulos, damaging their honour and reputation. He was essentially exonerated as just expressing a point of view but was sanctioned with a minor warning for using the word dunderhead which I think one can safely say he will take on the chin once he stops laughing. This case really ought not to have been brought.
Most serious were the allegations against Veselin Topalov and his manager Silvio Danailov basically accusing Kramnik of cheating during the world championships.
World Championship in Elista, Mr. Veselin Topalov, Mr. Silvio Danailov (Complaint of Mr. Carsten Hensel and Mr. Vladimir Kramnik) concerning the following facts
- Mr. Veselin Topalov: - During the World Championship held in Elista from 21st September to 13th October 2006, to have accused Mr. Vladimir Kramnik of cheating, presenting this accusation not only to the competent FIDE organs but even to the medias, giving interviews and press conferences, writing and verbalising opinions about the facts, personally and by his manager Silvio Danailov, well aware that this accusation was not supported by 1 Case N. 4/2006 FIDE Ethics Commission evidence, thus aiming at affecting Mr. Kramniks psychological state, in order to obtain an illegitimate advantage. - Giving various and different interviews to many journalists in the months following the World Championship in Elista, and in particular giving an interview to Mr. Federico Marin Bellon, published on the Spanish ABC platform on 18th December 2006, to have defamed Mr. Vladimir Kramnik, the organisers of the World Championship in Elista, the FIDE and his President Mr. Kirsan Ilyumzhinov, damaging their honour and reputation, saying that había amenazas. (¿Llegó a sentir miedo físico?) Facts that could constitute a violation of par. 2.2.4, 2.2.5, 2.2.9, 2.2.10, 2.2.11 of the FIDE Code of Ethics.
- Mr. Silvio Danailov: - Acting as manager of Mr. Veselin Topalov, during the World Championship held in Elista from 21st September to 13th October 2006, to have accused Mr. Vladimir Kramnik of cheating, presenting this accusation not only to the competent FIDE organs but even to the medias, giving interviews and press conferences, writing and verbalising opinions about the facts, well aware that this accusation was not supported by evidence, thus aiming at affecting Mr. Kramniks psychological state, in order to obtain an illegitimate advantage for Mr. Topalov. - Giving various and different interviews to many journalists in the months following the World Championship in Elista, to have defamed Mr. Vladimir Kramnik, the organisers 2 Case N. 4/2006 FIDE Ethics Commission of the World Championship in Elista, the FIDE and his President Mr. Kirsan Ilyumzhinov, damaging their honour and reputation. Facts that could constitute a violation of par. 2.2.4, 2.2.5, 2.2.9, 2.2.10, 2.2.11 of the FIDE Code of Ethics.
Essentially both were found guilty and Topalov faces a year ban from chess and a fine if he repeats the offence.
In another complaint Mr. Jackie Ngubeni (Complaint of Mr. Arthur Kogan) concerning the following facts - Acting as organiser of chess tournaments and chess events in South Africa, to have invited Mr. Arthur Kogan to participate to a tournament in South Africa in the period from 23rd September to 6th October 2006, offering him the payment of travel and accommodation expenses and an appearance fee of $ 1.110,00, and, after the cancellation of the tournament, to have invited Mr. Kogan to lecture in South Africa the same period acting as a chess trainer, but then refusing both to pay to Mr. Kogan the appearance fee and what promised for his work and to compensate him for the travel expenses. Essentially with a three year ban Arthur Kogan's complaint was upheld.
Another complaint was against Moroccan officials accused of falsifying events. Most of the accusations were upheld and arbiters were banned. It is good that this is being looked into. I've had doubts expressed to me over a number of events that have appeared in TWIC not least a recent "appearence" by Vladimir Afromeev the only non-GM in the top 100 in the world.
Dimitrije Bjelica received a slap on the wrist for writing e-mails to officials and papers critical of Ali Nihat Yazici.

The 6th edition of Gibraltar's Gibtelecom Chess Festival will be held from 22nd-31st January 2008 at the Caleta Hotel, one of Gibraltar's best hotels. In previous years players of the quality of Alexei Shirov, Michael Adams and Nigel Short have played in the Masters section. Usually the Masters field includes at least 30 grandmasters. In 2008 the first prize in the Masters has gone up to £12,000 and the tournament is so strong at the top that it even offers a £2,000 prize for the best score by a player rated under 2600 (we think that might be unique worldwide) as well as the same amount for other rating categories down to sub-2200. There is also big money to be won in the Under 2250 (£1,500 first prize) and Under 1850 (£1,000 first prize) events. Even the relatively light-hearted evening events (which cost nothing to enter) have a combined prize fund of £1,200.
