My thanks to Peter Doggers, Chirila Radu-Catalin, Nigel Freeman, Dmitry V. Borisenkov, Pat Reynolds, Thomas Henrich, Maria Macieja, Laszlo Nagy, Dominique Dervieux, Haggai Frank, Javier Rodríguez Liébana, Luiz Roberto Da Costa Jr, Olivier Breisacher, Gary Suffield, Bogdan Borshosh, Pawel Suwarski, Varlam Vepkhvishvili, Mikhail Golubev, Martin Bennedik, Jeroen Noomen and everyone else who helped with the issue.
Well another amazing week with the Dortmund Sparkassen Chess Meeting starting with a whole host of stars including the World Chess Champion Vladimir Kramnik. Sergey Karjakin also shows his credentials as an up and coming star by leading the Aerosvit tournament in Foros. Probably the most important news is that coming out of the FIDE Presidential Board in Tallinn with the new structure for the World Chess Championships. This really should be the current FIDE leaderships last chance to get this right and they have come up with a mix of a World Cup qualifier, a Grand Prix (the details of which I look forward to seeing) and matches which tries to please everyone. There really are a lot of different events, perhaps too many, and getting sponsorship and publicity will be the key to getting it to work. We'll have to wait and see how it works.
Hope you enjoy this issue.

FIDE have announced their new cycle http://www.fide.com/news/download/NewWorldChampCycle.pdf. The format will be a mixed one.
The World Championship itself will be settled by matches after the tournament in Mexico City. In 2008 Vladimir Kramnik will play the winner of Mexico City unless he wins the event himself. Veselin Topalov as the loser of the last match in Elista will play the winner of the World Cup in Khanty Mansiysk which takes place at the end of the year. The winners of those matches will play for the title in 2009. However if Kramnik wins the WCCh tournament in Mexico City 2007, a match between Kramnik and Topalov, the current and the previous world champions, will take place in 2008. In that case, the winner of the Kramnik- Topalov match will play against the winner of the 2007 World Cup.
After that qualification for a world title shot will come from one of two methods. Firstly there will be another World Cup in Khanty Mansiysk in 2009. The winner of that will play the winner of a newly established Grand Prix - three events per year (different continents) - taking place over the years 2008-9. The winners of the Grand Prix and the World Cup will meet in a match and the winner of that will challenge the world champion in 2010 and on it goes with another match in 2012.
It looks terribly complicated to me but with the World Cups already guaranteed in Khanty Mansiysk for the next two cycles the problem of finding sponsorship for this event is solved. The details of the Grand Prix, who gets invited, scoring and which events are involved is obviously pretty key. We'll have to see how this all works out in practice.
In addition there will be a new code of behaviour obviously aimed at the controversy surrounding the Kramnik - Topalov match in Elista. FIDE's press release states: "Having discussed several recent cases in different chess tournaments where the attitude of players toward their opponent or officials, journalists etc. was not acceptable under conventional social behaviour, the FIDE Presidential Board at the suggestion of President Ilyumzhinov- decided on setting up strict rules regarding such behaviour. Any player who does not shake hands with the opponent (or greets the opponent in a normal social manner in accordance with the conventional rules of their society) before the game starts in a FIDE tournament or during a FIDE match (and does not do it after being asked to do so by the arbiter) or deliberately insults his/her opponent or the officials of the event, will immediately and finally lose the relevant game."
The 40th Biel Chess Festival takes place 21st July-3rd August 2007. The main GM is very strong in spite of defending champion Alexander Morozevich deciding not to play due to health reasons (some treatment he needs and from which he'll need to recuperate before the world championship in Mexico City).

The Uzhgorod Spring Open took place 24th-27th May 2007. Ladislav Kotan edged out Juri Dovzik on tie-break after both finished on 5.5/7. I couldn't find a reason why Matej Vyparina finished on 4 rather than the 5 points suggested by the games [Now corrected, he lost in round 4].
