A week with a number of interesting issues. Vladimir Kramnik won the prestigious Amber tournament by a couple of points and perhaps this is a sign that he is finally regaining his full playing strength after years of stagnation due to ill health. The FIDE rating list for April was released on the 30th of March but it contained a surprise, the Morelia Linares tournament was excluded thus the expected change of world number one didn't happen. This decision was reversed a couple of days later. What it did in the mean time was highlight that the way results are to be submitted in the future is about to change with FIDE's new rating server. Its to be hoped that this will produce a more accurate and timely list. The new list is missing the main Gibraltar tournament (but not the minor events) as the organisers failed to submit the results in time for the 28th of February deadline. Whilst I can understand FIDE wanting to keep to deadlines (otherwise everyone will ignore them) if I were compiling the FIDE rating list I would be worried more about it being imperfect in missing such an event rather than punishing the Gibraltar organisers and in particular the players who did well there. Still FIDE did reverse their decision not to include Morelia - Linares, without this event I believe it would have completely undermined the credibility of the top 100 part of the list. To explain that so and so is number one in the list but isn't really because of another event which finished way before the list was published just invites ridicule. Its to be hoped the new method of submitting results will mean that this question will never arise again. In addition the 8th Individual European Chess Championships start this week, Kramnik and Leko announce they are to play a rapid match and the Bundesliga finishes in victory for the star studded side OSC Baden Baden.

The 16th Amber Blindfold and Rapid Tournament was held at the Fairmont Monte Carlo Hotel in Monaco March 17th-29th 2007. The tournament was organized by the Association Max Euwe and the total prize-fund was 216,000. Every day there was one round consisting of four sessions; two blindfold sessions (three encounters each) and next two rapid sessions. The first session started at 15.00 hrs local time. There were two rest days: March 21 and March 26. Vladimir Kramnik won the overall event by two points. He won the Blindfold event and finished joint second in the rapid. Viswanathan Anand won the rapid and finished second over all.

The new FIDE rating list has been released on April 2nd 2007 with the addition of the Morelia / Linares tournament which was initially excluded as coming after the official date for submission. However this event has historically always been included in the April list since the inception of four lists a year in 2001 and possibly following a complaint by the Indian Chess Federation the decision was changed. Sadly FIDE didn't include the main Gilbraltar tournament which was excluded until July because of some error by the organisers of the event. The inclusion of the Morlia / Linares event has made a huge difference to the top 10 in the world.
Viswanathan Anand becomes only the sixth player to occupy the top place in the FIDE rating list since it started in 1970 after Bobby Fischer, Anatoly Karpov, Garry Kasparov, Vladimir Kramnik (one list where he had equal rating with Kasparov but had played more games) and Veselin Topalov. But that isn't the end of the significant changes. Topalov drops to two in the world level on rating with Vladimir Kramnik. Alexander Morozevich climbs to a career high of four in the world pushing Levon Aronian down to 5th and Shakhriyaz Mamedyarov to sixth. Peter Leko is down to 8th, Peter Svidler is back in the top 10 and Vassily Ivanchuk drops out of the top 10.
Friso Nijboer is the main casualty to fall out of the list. 2619 was sufficient to be in the top 100 last time, this has risen to 2623 this time. Quite a big jump for just one rating period.
The new list is the first to be compiled with the new FIDE ratings server (http://www.fide.com/news.asp?id=1305). FIDE have had problems with certain Federations not submitting results in the correct format and hope the new system will make things far more efficient. One thing is clear to me, a deadline as early as 28th February for the April list is simply unacceptable. That is not to say that there aren't technical problems to solve. It seems to me that if organisers can submit events in a perfect electronic format for inclusion into the FIDE rating list then they could be submitted as late as March 31st and expect to be included. Most large swisses use one of only a half a dozen pieces of software to generate pairings and results and it would be a simple matter to get them to convert the results to the required format. You would have to have safeguards in place to ensure that submitted events actually took place and that the people submitting the results were competent to do so. Also I don't think you could have a situation where FIDE didn't know how many events it was going to receive at the last minute. There would I think have to be pre-approval of events that would be allowed to be submitted in March with an earlier date for other tournaments. You couldn't have a situation where FIDE received a lot of events on the deadline which it didn't know about beforehand because issues of planning and in addition all sorts of possibilities for ratings manipulation come to mind. But the sheer importance professionally of the list and, as can be seen above, the huge difference the exclusion of one event can make, means that all effort should be made to make the list as accurate and up to date as possible. To be fair FIDE seem to be on the way to doing this and have been quick to rectify the misjudgement of not including Morelia/Linares.

Dear Mr. President,
We are writing an open letter to you regarding our previous complaint about the large scale falsifications of some International Arbiter applications that were submitted to FIDE by the Moroccan Chess Federation in the last few years. This scandal has affected Moroccos image both at the Arab and international levels.
One year ago, we informed the ACP about these fraudulent misconducts. In this complaint, which has been immediately forwarded to FIDE, we have pinpointed serious irregularities and provided strong evidence of deliberate falsification. In the meantime, evidence for these falsifications has been published in our website www.maroc-echecs.com ( http://maroc-echecs.com/spip.php?article777 ). The FIDE Ethics Commission has recognized that the accusation is serious and since then open investigations have been conducted. Some of us were even heard by the Ethic Commission during the Turin Olympiad.
These falsifications are unfortunately only an example of the many irregularities committed by the Moroccan federation, which includes a regrettably wicked and chaotic management and a flagrant abuse of power resulting in arbitrary and excessive sanctions against some players, club managers and presidents of regional leagues. Through various channels, including Moroccan mass media, the whole Moroccan chess community has been continuously expressing its deep indignation and disagreement with the current management of the Moroccan Chess Federation, which is driving Moroccan chess straight towards the cliff edge. A wave of discontent currently pervades the Moroccan chess community and the future of chess in Morocco is in dire straits. In September 2006, Moroccan top players have decided to boycott all the activities of the Moroccan Chess Federation until a new federal board is elected (see declaration at: http://www.maroc-echecs.com/spip.php?article775 ). Five (out of eight) presidents of Regional Leagues have also condemned these misconducts (declaration: http://maroc-echecs.com/spip.php?article792 ).
An urgent decision of the Ethics Commission FIDE concerning the fake IA title applications would certainly help the whole Moroccan chess community to step over the current chaotic situation and look forward to a better future for Moroccan chess.

The 8th Individual European Chess Championships take place 2-16 April, 2007, in the International Congress Center, Dresden (Germany). 11 rounds Swiss system will be played, 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move, starting from move one. The European Championships are open to all players representing the Chess Federations which comprise the European Chess Union (FIDE zones 1.1 to 1.9) regardless of their title or rating. There is no limit of participants per federation; however applications have to be sent by the national federations only, preferable by internet registration form. The Individual European Championships 2007 and the Individual Women`s Championship 2007 are qualification events for the next Chess World Cup or the next World Chess Championships for Women respectively. According to FIDEs tournament regulations and the decision of the ECU Board, 33 players from the mens section and 13 players from the womens section will qualify. The organizer offers a prize fund of 200,000 Euros. In addition FIDE will contribute to the prize fund with an amount of 80,000 US Dollars (60,000 for the open section and 20,000 for the womens section). FIDE/ECU will deduct 20 % from the total prize fund. The national federations were requested to fill in and return the Application Form not later than 31th January 2007. The organizer will accept late registrations after this date subject to an extra charge.
