Another big dash. Even more of a rush than last week in the end. Some excellent chess this week. More FIDE news comes in all the time. It is now thought that although FIDE have appointed a new President that Campomanes will retain a key role as Chairman. Pretty sick as Campomanes clearly cares little for FIDE. I had written a long piece on this and other matters but that will have to wait for another time. But I am getting heartily sick of people acting in their own self interest and against the interests of chess as one of the World's greatest games. It seems that the politics of FIDE make it impossible to elect someone with vision to promote the game. The PCA if anything is actually worse. This "organisation" is now down to three after Short's resignation. An interesting question might be who has earned more from chess in the last 3 years. Bob Rice or Campomanes? We'll probably never know the answer. Hope you enjoy this issue. Mark 2) FIDE ---- I hoped to write a long piece here this week, but it will have to wait as time is running out. It appears that Campomanes' could be more substantial than suggested last week. I am hoping that this is not the case. The New Jersey State Chess Federation www page gives E Steven Doyle's excellent report about the FIDE Congress. It also gives this: (http://w3.gti.net/chess/njscf/njfide2.html) FIDE Verification Commission Report posted by the New Jersey State Chess Federation Preface: The following report was issued on November 22 by the Verification Commission of FIDE during the recent 66th Congress in Paris. It questions the propriety of financial transactions during the tenure of former FIDE President Florencio Campomanes. It appears exactly as it was written. It is posted here by the NJSCF as a supplement to the report of US Delegate E. Steven Doyle. VERIFICATION COMMISSION REPORT The Verification Commission met on November 22. Members of the commission are Mr. GELFER, Mr. EINARSSON, Mr. DOYLE. They met with the Treasurer, W. ICLICKI. A serious question was raised regarding several items, especially Ex Gratia payments or payments of the pension credits to two non-FIDE employees. The facts are as follows: 1- Payments were made to President Campomanes and General Secretary Makropoulos and other FIDE employees in the amount of 304,215 SFR. This was done by the treasurer on the instructions of the President without any approval from the Executive Council or General Assembly. And without being included in the preapproved budget. 2- This represent over half of the current FIDE balance. Mr. Makropoulos payments are based on stipend. 3- Mr Campomanes payments include stipend and expenses. This is highly improper. 4- Mr. Iclicki said that this is based on International law. The verification commission requests that further investigation takes place and an official decision be obtained from the courts of Lausanne regarding payment to non employees. And furthermore which type of compensation are to be considered in the calculation. 5- In the opinion of the commission, inclusion of expenses in the calculation is inappropriate and payments to non employees may be contrary to the spirit of the pension credit. This point should also be resolved by legal opinion. 6- Overpayments should be refunded immediately to FIDE. We therefore recommend that the financial report be accepted only after the above listed items are rectified and reported back to the next general assembly. The 22nd of November 1995. Vojin Vujosevic reports In the November 17th issue of the Belgrade evening paper "Politika Ekspres" there was an interview with Ljubojevic where among other things he said: On the talent present: " Among the participants of this tournament there is no one with the charisma needed to become the World Champion. I do not wish to underestimate great talent and accomplishments of such players as Kramnik and Ivanchuk. Still, a potential World Champion should impress with the will power to sacrifice all things that are in the way of chess." About organization: " ... this is the tournament that helps set world standards for the competitions of this type." On FIDE (this was before the FIDE bombshell in France): "World chess is one big mess, nothing is functioning. I think it is the fault of the players themselves especially Kasparov that we are in the situation we are.
