A dispute between FIDE and FIDE Champion Ruslan Ponomariov could derail the Prague unity agreement. The main point of contention is whether Ponomariov has draw odds against Kasparov as Kramnik has in his coming match against Leko. FIDE removed the right to draw odds for the champion in 1997 and are firm it will not return for this match. I can understand this but Kasparov has been dropped into what is in effect a FIDE World Championship match against Ponomariov without having to qualify I can also understand Ponomariov's argument in this specific case for having draw odds. However it looks like Ponomariov's choice is either to back down or be defaulted. I would expect him to play.

A dispute between FIDE Chess Champion Ruslan Ponomariov and FIDE may see him replaced as the opponent Garry Kasparov plays next year as part of the unification agreed in Prague or the collapse of the process altogether.
Ponomariov was not present in Prague and claims that "Regrettably, I was not able to attend it myself, though I hoped that the International Chess Federation would back me as its champion. It would have been quite logical. But it turned out on the contrary. First, I found myself facing an information blockade - they did not inform me on the progress of negotiations and on the decisions taken... Later they made me have to face this situation: you have to play with Garry Kasparov in the semi-final of the unification championship on such and such terms."
Ponomariov adds that his problems with the Prague agreement are that "They are as follows. I am not afraid of playing with Garry Kasparov, though some people try to make it look so. Still, I don't want Kasparov, the challenger for the world chess crown, to have more rights than me, the champion. Since I won this title with the FIDE time control (90 minutes per a game plus 30 seconds for each move), then it seems logical to defend this title on the basis of the same formula. There is yet another matter of principle. In previous World Championships, if the match ended in a draw, the champion retained the crown. Now, however, due to some reason this rule has been omitted in the regulations of my duel with Kasparov, while it exists and is valid in the parallel semi-final between Vladimir Kramnik, a Russian, and Peter Leko, a Hungarian. I believe this difference is not accidental."
Some of the claims in the above quotes are strongly disputed by others involved.
Yasser Seirawan who was the prime-mover behind the unification process and main spokesman for the process has commented on the problem.
Seirwan states: "Unfortunately, the efforts of the WCCC and all others may not be enough. Recently, Ponomariov has repeated his demand for draw-odds, practically threatening to resign his title should he not have his wish met. The situation is quite perilous. I truly hope that he drops his demand and agrees to play. Sadly, despite many efforts, I don't yet see a compromise in the offing."
"If Ponomariov refuses to join the unity cycle, we are back to square one and a new plan will have to be considered. Perhaps Kasparov's plan, "number one plays number two" will be regarded as the right way to go. In that case we might have Kasparov versus Anand. Should 2001/02 runner-up Vassily Ivanchuk receive first consideration? Dare I say, there is always my "Fresh Start" proposal to reconsider? Or, as a very suspicious GM Alexey Shirov has suggested, we will all be tricked in 2006. The GM Steering Committee and the WCCC will face challenging times!"
"The impasse caused by Ponomariov's draw-odds demand causes me to think that in the future FIDE should explicitly state in its regulations the procedures to be followed when a player refuses or is unable to play a certain stage. While FIDE was prepared in 1993, the current unity plan has not addressed such possibilities. A small amount of precaution could save a lot of frustration. "

The 1st Pan American Amateur Championship will be held at the elegant Fairmont Southampton from 27th January to 5th February 2003. The 2003 US Chess Championships will take place in Seattle starting on January 9th 2003. The event is organised by the Americas Foundation for Chess (AF4C). 58 of the US's Best Chess Players Compete for $255,000, the event incorporates the women's title event.
