In autumn of 1999, ChessTiger entered the ranking list of chess programs (SSDF) and immediately topped the list. Apart from ChessTiger 14.0, the CD also contains GambitTiger 2.0. GambitTiger is a particularly aggressive version of ChessTiger which mercilessly attacks the king. Thats why GambitTiger often chooses moves other programs would never play. Recently GambitTiger showed its claws in the Linares of chess programs" and came second behind DeepFritz. In contrast to their direct predecessors, ChessTiger 14.0 and GambitTiger also take advantage of the endgame databases (tablebases) and support multi-variation mode. The FIDE Chess Championships start tomorrow in Moscow. 128 players start out but by the time you read this magazine next week there will only be 16 left. That's a lot of heartbreak! I shall also be relieved as there is going to be an awful lot of work over the next few days until the players get culled. December 1st will see the start of the Kasparov vs. Kramnik Botvinnik Memorial match. The next two to three weeks are going to be a bumper time for following chess.
Two events were cancelled this week. Groningen is a justly famous chess festival, yet it has not run for two years in a row. Last year it decided to save its resources for a mega European Individual Championships but events out of its control led to this year's cancellation. It is to be hoped that the enthusiasts of the Netherlands won't be denied a third time. Chess institutions such as Groningen are too valuable to be lost. The second event to be cancelled is the Online World Chess Championships. This comes as no surprise. There seems to have been a last minute return to sanity after some hopelessly misjudged planning over a period of years.
Hope you enjoy this issue.

The European Chess Championships 2002 and all tournaments of the Groningen Chess Event 2001 have been cancelled. The organisers blame "lack of cooperation by the ECU and [the] FIDE". They add that the organisers came "to the conclusion that it would be irresponsible to continue with the 3rd ECC. On the closing day of the registration only a handful of players had registered." The European Chess Union http://www.eurochess.org has yet to even acknowledge the cancellation or meet the criticisms outlined in the two documents sent to me by the organisers below.
In August, Groningen had finished an informal draft of the organization of the European Championships. We believed we had complied with all demands. Consequently, the concept was offered to the ECU who would return their assessment before September 1. However, we did not receive any reaction. Also, we did not receive a reply at our request to send the forms back on time. And a few weeks later we found out why. The Week in Chess informed us that there would not be a WC 2002 because the FIDE had decided to change the World Championships from a one-yearly cycle to a two-yearly cycle. So there was not going to be WC 2002, and perhaps also not an EC 2002 with qualification places and additional prize-money. However, the ECU did not inform us about this until the end of September. The following negotiations with the ECU did not go well and the president of the ECU even threatened to sell the EC to another country. The European Chess Federations did not receive our invitations until the third week of October, although we had already sent them in August. Several chess federation justly reproached us for this, but the ECU pretended as of they did not know anything about it. All our proposals attempting to save the event were rejected by the president of the ECU. Our talks with the board in Leon (Spain) on November 11 were again not successful. Even a final attempt by our main sponsor Gasunie could not yield a positive result.
However, we did find out the reason why we could not come to an agreement. The president of the ECU accidentally told that the EC 2003 with practically all the emoluments, which had been granted to Groningen, were now granted to Turkey. Even though the ECU had urged Groningen to ensure at least 300 hotel rooms were available, it now turns out the federations had hardly received any requests. Only around thirty players had registered at the closing day for applications; not something worthy of an EC. A large part of our budget is related to the organization of the EC. In order to limit the financial damage, it is therefore necessary to cancel the whole tournament. Of course we regret this decision, but we simply have no other choice. As said before, we are disillusioned, but will learn from this experience, that is no more business with FIDE/ECU. We realize what is must be like for hundreds of chess players to be informed at this moment that the whole tournament has been cancelled. Nevertheless, we hope that you can understand our decision.
Our main sponsor, Gasunie, is also disillusioned. It has to be stressed that they have supported us in above-mentioned problems from the beginning onwards. For that they truly deserve our respect. We had imagined the 40th tournament to be quite differently; we would have like to welcome you in Groningen, spend Christmas with you, and with some of you even New Years eve. But unfortunately it is tough doing business with boards that are unreliable.
Despite this negative news I wish you, on behalf of the organizing committee health, luck and a lot of chess fun in the coming year!
Johan Zwanepol, President of the organizing committee
The European Chess Championships, that were to take place in December and January in Groningen, has been cancelled. Due to some radical decisions of the FIDE and the troublesome relationship with the ECU, the organizing chess foundation of Groningen (SSG) found it necessary to cancel the tournament. As a consequence, the traditional chess festival in Martiniplaza has also been cancelled.
Over a year ago, Groningen was appointed by the European Chess Union (ECU) to organize the ECC 2001. Only later the FIDE declared that the continental championships would also function as qualification tournaments for the World Championships. Since the WCC 2001 would take place in November, the ECU decided to have an extra ECC that was appointed to Macedonia and took place in June. After an emergency meeting the SSG and ECU agreed that the ECC would take place the year after and would be held as the ECC 2002.
However, another decision taken by the FIDE meant that there would be no WCC in 2002. This decision had huge consequences for the prize-money and the amount of qualification places for the WCC. The European Chess Union was not very flexible and refused to accept the proposals put forward by the SSG. In October the president of the ECU decided, without deliberation with the other board members, to withdraw assigning the ECC to Groningen. In the meantime, his board had delayed sending the invitations by two months. Although, in the end there was an agreement, albeit little satisfying for Groningen, it turned out the delay in organizing the tournament was of such an extent that it was decided to cancel the tournament. At the closing day of registration, only some twenty players had registered for the ECC. Yesterday, the task of the organization of the ECC was given back to the ECU.
The SSG and the organizing committee that was formed especially for this occasion, one that includes the Dutch chess federation, will now focus on handling all the obligations that were made regarding the organization of the tournament. The SSG regrets the way things turned out and considers the possibility to hold the ECU financially responsible.

The present economic situation and dramatic turn down of internet sales in the aftermath of September 11 has made it apparently impossible to stage a mass internet undertaking for which OWC had prepared itself."
The statement leaves several questions open. Will they run the over-the-board part of the event? Will they use the website for other smaller scale internet tournaments? In my view it is essential to build up a player base if they want to run events in the future. What is clear is that right from the start the plans were completely unworkable. For a start the prizes were unsuitable for a mass market chess tournament. 1st prize was getting humiliatingly crushed by Kasparov, 2nd Prize was getting hopelessly smashed by Kramnik 3rd prize was getting cruelly blitzed by.... you get the idea. Either that or they were expecting lots of strong professional players to compete on-line hoovering up all the prizes, in which case what were they expecting the average player to get out of it? What was clear was that their target of 100,000 entries at $32 a throw on a brand new website (a standing start) was living in cloud cuckoo land. Calling it off was the only thing they could do and at least they bit the bullet early. There probably is a market for a serious internet competition out there but its one that has to be built and developed. It cannot magicked out of the air virtually overnight. I don't buy the 9-11 explanation nor do I think its use especially tasteful.

Rounds 3 and 4 of the 4NCL took place this last weekend. There was a minute silence for two people who have died recently, Robin Pearce who was for a number of years, captain of Kings Head and of course Tony Miles, England's first Grandmaster and a player and captain of three-times champions Slough. A tribute to Miles, Slough decided not to replace him for this week's set of matches and defaulted top board. The venue for all matches in the league is the Grand Moat House Hotel in Birmingham. The dates for the 2001-2 season : Rounds 1-2 22nd-23rd September 2001. Rounds 3-4 24th-25th November 2001. Rounds 5-6 19th-20th January 2002. Rounds 7-8 23rd-24th March 2002. Rounds 9-11 4th-6th May 2002.

Tom Hendricks reports: On July 5, 2001, Chinese IM Yin Hao (2576) will begin play against the World Team in an Internet correspondence chess game. This will be a rematch of the game they played last year. That game, which began July 5th, 2000 and ended January 18, 2001, was a 44-move struggle ending in a draw. This time colors will be reversed with Yin Hao now being white and the World Team black. As he was in the first game, Yin Hao will be assisted by U.S. correspondence player Richard Fleming (2404). The first game attracted World Team players from Brazil, Canada, England, Germany, the Netherlands, New Zealand, Poland and the United States. Most of these players first came together during the Kasparov vs. The World game held in 1999. The upcoming game is open to anyone who wishes to play and is willing to follow the basic guidelines of the World Team. Players of all skill levels are welcome. General game topics and specific strategy are discussed at a moderated board found at:
http://boards.gamers.com/messages/overview.asp?name=WTChess&page=1
Visit the site and review the Game Rules and Move Selection Rules. To participate you must both register with gamers.com AND click on 'Request Password' at the top of the strategy board page.
