Another busy week of international chess, with the Biel Chess Festival and a number of other international opens starring. The start of the FIDE World Chess Championships in a few days is the main story however. Karpov (who won a blitz match today 1.5-0.5 against Illescas in Spain, games next week as they were not correct in the internet coverage), it seems, is definitely not playing with negotiations about his participation being broken off yesterday, Zsuzsa Polgar too will not play, also the participation of Alexander Morozevich is in the air as last week he still hadn't signed his contract (although it is still expected he will play). FIDE are not ready to finalise the pairings until tomorrow or Wednesday as they haven't decided what to do about the missing players. TWIC will cover the event daily with features throughout.

The 32nd International Chess Festival in Biel runs July 17th-31st 1999. The main event (running July 19th-30th) is a Category 14 10 round double round robin featuring Onischuk, Piket, Bunzmann, Avrukh, Viktor Bologan, Pelletier. There is also a master open. Boris Avrukh leads the GM event, half a point ahead of Jeroen Piket.

The FIDE World Chess Championships open on July 30th and run until August 29th 1999 in Las Vegas USA. FIDE will tomorrow have to decide what to do about players who are not playing (Anatoly Karpov is now reported to be not playing, Zsuzsa Polgar is in the draw but not playing and Alexander Morozevich hasn't signed his contract according to some sources). The regulations seem open to interpretation so the FIDE Presidential board is taking some decisions on them.

The Redbus Chess Knock-Out playoff took place on 25th July 19999. The match comprised of two games using Fischer timings of 1 hour 40 minutes each plus 30 seconds added for each move. The event was held in Redbus's offices in central London. The match saw a draw in game one and a win with black for Plaskett in game two when he emerged from the opening with a technically won endgame which he converted.
There was live coverage including commentary and webcam.

Aleksander Czerwonski and Franciszek Jankowski report: The second of three events in the Grand Prix of Poland has taken place. The Bank Pocztowy SA Open took place in Bydgoszcz 09.07 - 21.07.1999 (the first event won by Valerij Filippov was reported in TWIC 245 and took place in Swidnica 25.06 - 07.07.1999). This was a 10 round Swiss system and saw the Russian Alexander Motylev win with 7.5/10 ahead of Ukranian Vadim Malakhatko (who finished 2nd in the first event also), Miroslaw Grabarczyk (Poland), Valerij Filippov, Alexander Vaulin (both Russia) and Gamil Agamaliev (AZE) on 7.0 points. The final event takes place in Polanica Zdroj (Rubinstein Memorial) 14.08-26.08.1999.

Jakub Fuksik reports: The Czech Open in Pardubice is one of the World's biggest chess festivals. The event ran July 9th-July 25th 1999.
The main grandmaster open "KOMERCNI BANKA OPEN" which included such players as Hracek (2629), Sax (2588), Rogozenko (2576), Ibragimov (2554), Kiriakov (2554), Sherbakov (2541), Sermek (2545), Haba (2544), Neverov (2544), Stocek (2532), Luther (2507), David (2544), etc.had 320 players (including 29 GM + 3 WGM and 78 IM + 9 WIM) and had an average rating of 2323. The event started on July 16th.
There was a seven way tie on 7 points with Valery Neverov taking first with a superior set of tie-break calculations. Others on 7 points were Konstantin Chernyshov, Valerij Popov, Ruslan Sherbakov, Milos Jirovsky, Vladimir Dimitrov and Zbynek Hracek.

The 1999 Scottish Championships took place 17-25th July 1999 at George Heriot's School, Edinburgh. Jonathan Rowson took the title and scored his 3rd (and what should be his final) GM norm. He shared first place with Aaron Summerscale who was not eligible for the title but enabled Rowson to have the chance of going for a GM norm. In 3rd place was Paul Motwani on 6/9. Neil Berry produced the performance of his life to turn in his first IM norm with a final score of 5.5/9.

John Donaldson reports: The Arthur Dake International, held to honor 89-year-old Portland Grandmaster Arthur Dake drew 30 players to the Mechanics' Institute from July 11th to 20th. The centerpiece of the Dake Festival was a Category 4 (2349) IM norm invitational. Young players had a major say in deciding the tournament's top finishers. 15-year-old Vinay Bhat of San Jose scored an undefeated 6.5 from 9 to register his second IM norm. Right behind him at 6-3 and also making IM norms were 15-year-old Mark Paragua of the Philippines (his first), fellow Filipino Omar Cartagena (his third) and American Jesse Kraai (his third). Kraai and Cartagena, who are already over 2400, should get the IM title at the next FIDE Congress. Indian master K.N. Chethan had a strange result winning a beautiful game in round one that so discouraged IM Mladen Vucic that he immediately dropped out of the tournament. Then poor Chethan lost seven painful games in a row before dropping out and forfeiting his last two games against Hummel and Grefe. Two rating tournaments were held simultaneously with the Dake. Jonathan Baker won Group A and David Pruess Group B.

The 1st White Rose International wa organised by Angus Dunnington. The Category 1 event took place at the Queen Elizabeth Grammar School, Wakefield, 17-25 July and was being supported by Burton Green & Williamson Solicitors of Wakefield as well as Friends of Chess and the YCA, and coincides with the recent formation of the White Rose Chess Initiative (WRCI) by IM Angus Dunnington and Rupert Jones.
The event was a tremendous success for Keith Arkell who put in a 2679 performance when he scored 8.5/9 to win the event by two points from Valer Krutti.
