Kasparov responded to Shirov's press release (see last issue) this week. A fourth (and fairly different) version of the FIDE rating list emerged, with enough changes to move the Hoogovens tournament in Wijk aan Zee from a Category 17 to a Category 18 event! There is plenty of chess to keep you going elsewhere too.

Alexei Shirov issued a press release (firstly at: http://www.schach-daniel.com/Shirov/shirov.html) on his position on the WCC match he is supposed to be playing against Garry Kasparov. Kasparov replied as follows on his own web-site at http://www.clubkasparov.ru/club/int3e.htm:
Kasparov's reply was as follows:
"I was ready to play Shirov and I did everything possible to facilitate that. However, I did not succeed in either Andalucia or California, who both potentially provided us with the opportunity of holding this match. However, my adversary considered the conditions offered to be insufficient. Indeed, the prize fund in the case of California just half that of Andalucia but we ended up in a similar position.
It is not only Shirov who has suffered. My material and moral losses can be compared with his. I spent six months preparing and I would also like to add that in September, I paid for preliminary work on organizing the match in California. This money has been lost.
The reality is that nobody wants to organize such a match. Potential sponsors are much more interested in a match between the number 1 and 2 chess players: Kasparov & Anand.
Alexei Shirov says that the Spanish province of Catalonia could organize the match, but as far as I know, the Catalonian Minister for Sports has only supported the idea of holding the match there and has not made a single practical move towards organizing it. Enrico Touret, a businessman from Barcelona, expressed interest but I have not received any offers from him for four months.
In order to compensate Shirov for his losses in some way, I have recently ceded to him the right to play a commercial match with Judith Polgar in the summer. The match is organized by Bessel Kok, has a prize fund of 200 thousand dollars, and will be held in Prague."
The Official and final rating list is not to be placed at the FIDE site but is now searchable at the Hellas Chess Club. This is an official FIDE decision. This is the fourth (and hopefully final version of the list). There are significant differences with Jan Timman moving up many places. This is due to the inclusion of the Dutch Championships. Joel Lautier's new rating is much lower than published before. It has also had the spinoff of changing the recent Hoogovens, Wijk aan Zee tournament, won by Kasparov from a Category 17 to a Category 18 event.

The second in the series of the new Russian Cup is underway in Moscow Feb 2-10. The event was a memorial for the Russian great Efim Geller who died late last year. Alexander Rustemov and Mihail Kobalija finished on 7.5/9 with the former having the better tie-break.

GM Nigel Davies won the Saint Vincent Open (7th International Open Valle d'Aosta) with 7/9 on tie break from Ennio Arlandi and Renzo Mantovani also on 7. Just behind on 6.5 were Jesus De la Villa Garcia and Robert Zelcic.
According to calculations from Massimiliano Orsi there should have been GM norms in Saint Vincent by Arlandi, Mantovani and De La Villa. (there needs to be some official confirmation however)
Saint Vincent is in northern Italy and the event was held 6-14th Feb 1999.

The Koltanowski International Team Match took place at the Mechanics' Institute Chess Rooms February 2-10, 1999.
John Donaldson reports; The Koltanowski International, held February 2-10, was a norm-seeker's delight. The 18-player Scheveningen System event saw six players achieve norms--seven if we count tournament director Joan Arbil, who made the final leg of her International Arbiter title. Leading the norm parade was 40-year-old IM Rashid Ziatdinov. The former Uzbek, who now calls Phoenix, Arizona home, scored an undefeated 7-2 to win the event and make a GM norm.
Five players made IM norms. This was the final one for Angelo Young and Ron Cusi of the Philippines, who should receive their International Master titles at the FIDE Congress later this year. Teenagers Irina Krush of New York and Igor Zugic of Toronto made their first norms and impressed onlookers with their passion for the game.

The real story of the event was 43-year-old Richard Lobo of San Francisco, who started the event with three losses, but then made an incredible comeback scoring 5.5 from his last six games. IM Jeremy Silman had a different fate. He beat Lobo in round one, then reeled off eight draws in a row.
The Koltanowski International was sponsored by the Mechanics' Institute, the oldest chess club in the United States. The Mechanics' plans to hold GM and IM norm events and FIDE Rating tournaments in late March and mid-July. Interested parties are welcome to contact John Donaldson at imwjd@aol.com.

The 10th Goodricke International Open Chess Tournament is taking place in Calcutta (Gorky Sadan) February 6th-16th. This is an 11 round Swiss event. With two rounds to go Alexei Fedorov (BLR) is leading by a point and a half with 8/9 (eight wins and one loss, to Victor Bologan). Maxim Sorokin and Sergey Dolmatov are in joint second place on 6.5 points.

Zoltan Blazsik sends news of the 49th Hungarian Championships which took place in Lillafured, Hungary, 1-9th February. The Men's event (sponsor "Hungaropharma" ) was won by Zoltan Almasi with six points, half a point clear of Sax and Zoltan Varga. Almasi performed almost exactly to his expected rating. In the 47th Hungarian Women's event (sponsor "Procent" ) Nora Medvegy became the champion on tie break from Ildiko Madl. The games from the men's and women's events are available. The Hungarian Chess Federation invited the best players to these events, but the Polgar sisters, Peter Leko, Lajos Portisch and Zoltan Ribli did not compete.

Three Junior World champions are playing in the February First Saturday tournaments: Hoang Trang VIE U20, Levente Vajda ROM U16 and Radjabov Teimour AZE U12. The events started on the 6th of February in the Hungarian Chess Federation, Budapest. Play each day from 3pm. There are players from: HUN, GER, VIE, RUS, SLO, UKR, AZE, JOR, IRQ, ROM, ESP altogether 13 countries. The GM closed tournament started with 12 participants (Konstantin Chernyshov seems to have withdrawn after four games). The GM-norm is 9/11, the IM- norm is 6 points. The IM closed tournament started with 14 participants and is category II, the IM-norm is 9,5/13. There is an ELO round robin tournament, with 10 participants. There are 26 players in 13 pairs in this Scheveningen system event for ELO-ratings points. Altogether there are 62 players in the event.
