The main stories this week are about the World Championships. A FIDE insider believes strongly that there will be a championships in June/July this year. FIDE still hope for Las Vegas but are having to start again after falling out with the original organisers, however bets are on Elista.
Alexei Shirov has given a full statement about his position on his WCC match against Kasparov. He has lost invitations and not been paid for his win against Kramnik. He is not surprisingly not at all happy about this situation.
Feb 20th sees the Linares tournament where Kasparov (who came back in tremendous form in Wijk aan Zee to reaffirm his number 1 status) will probably be again competing with Anand for first place in this event.

The Category 21 Ciudad de Linares will be held from February 20 to March 12. The participants are: Garry Kasparov, Viswanathan Anand, Vladimir Kramnik, Vassily Ivanchuk, Peter Svidler, Michael Adams, Veselin Topalov and Peter Leko. The event is a double round robin event. Nigel Short was the victim of the faulty first rating list that appeared. He should have been invited instead of Peter Leko, by the time corrections had been issued the invitations had been sent out. After his blistering performance in the Hoogovens, Wijk aan Zee Kasparov will start favourite with again Anand being his closest challenger.
More news on the FIDE Championships. FIDE are still aiming for the June/July dates and insiders say these will be met with Elista providing a safe venue. Kirsan Iljumzhinov still has his heart set on Las Vegas and may be prepared to throw money at the problem to get the event there. After falling out with Fishmann and Associates they have had to start organising again, possibly through the USCF. However players are starting to make plans for the dates and FIDE need to act fast.

Shirov Press Statement
Since Gary Kasparov has made many statements and given interviews, press releases etc. I strongly feel that the time has come for me to end my silence and express my views on what has happened with and around the WCC World championship.
The story naturally goes back to 1993 when Kasparov and his challenger Short decided to play their World championship match outside FIDE and created the alternative organization PCA. At that time PCA was able to organize the complete World championship cycle and Kasparov played and won his matches against Short and Anand in 1993 and 1995 respectively. But then the PCA lost their powerful sponsor Intel and was unable to function on the same level. Kasparov found himself in a tricky situation - he left FIDE in order to prove that chess does not need them to organize the World championship but it was no longer easy.
Back in 1993 the former World champion Mikhail Botvinnik said that Kasparov would end up as his own owner of the World champion title as it has been the case with Lasker, Capablanca and Alekhine. Today we see that the late patriarch was right - Kasparov has just stated that Anand is the World number two player and should just challenge him for the title without preliminary competition.
But has there really been no preliminary competition between 1995 and 1999? I am afraid this is where the main contradiction to Kasparov's statements lies.
After some desperate attempts to create the new cycle Kasparov came into conclusion that the number of players competing for the right to challenge him should be substantially reduced. This was when the idea of WCC was born.
The WCC (World Chess Council) was founded in Linares in February 1998 and it was formed by the known organizers Luis Rentero (Spain), William Wirth (Switzerland) and two Spanish people I can not recall the names of now. The purpose of the new organization was to create so-called 'mini WC cycle' consisting of the match of the candidates Anand-Kramnik (the world number 2 and 3 players) and the winner to play Kasparov. Rentero stated that he had the necessary prize fund promised by the government of Andalusia (the Spanish autonomy) for both matches so things seemed to 'develop' smoothly.
However Anand felt reluctant to accept the WCC offer as it would be contradictory to his obligations towards FIDE. The WCC was left with two options - either to make Kasparov-Kramnik match (which wouldn't exactly be welcomed by the chess World I suppose) or give Anand's place to the best performer in Linares tournament that was bound to start. The latter option seemed at least to have some logic as the most of the world's best players (except Karpov and Adams who by the way would have the same problem with FIDE as Anand) were competing. Still when I happened to be that best performer taking second place and was offered to replace Anand (who by the way finished first, so I am not questioning his superiority at the moment at all) in the match vs. Kramnik I felt confused. I felt that Kramnik and I were not sufficiently better compared to Ivanchuk, Svidler and others to decide who would challenge Kasparov one to one. However the offer was there and knowing that this was my only chance to fight for the challenge, I accepted it. This decision I should regret later on especially since I forgot to insist that the winner would get in Cazorla the prize money and not only the promise of the match vs. Kasparov. Neither did Kramnik insist on that.
The match was to be played in Cazorla (Spain) in May-June 1998 and when I was preparing for it I realised that something was quite wrong with the prize fund guarantees for both matches. The contract that I got by fax was only signed by Rentero at that time. The day before the first game when both players were already in Cazorla we saw more signatures but not one from Junta Andalucia that would be the only body financially responsible. Of course, both Rentero and Wirth promised that the signature would come within one or two days and both players started the match trusting them. The signature never came.
When I won the match I immediately realised that things were shaky and my match vs. Kasparov was up in the air. However officially it was still announced for October 1998, they were speculating about both Sevilla and Marbella as the location and Rentero repeatedly said in telephone conversations that the prize fund of 2 million dollars for the match was under control.
The sad truth became apparent in the end of August when Rentero finally admitted that the signature of Junta Andalucia never existed, that he had all the copies of the contract and he could just eat them rather than pay me the 200,000$ compensation for cancellation of the match as stated in the contract.
The WCC did not stop functioning however and rather cynically offered me to play the match in California for the prize fund of 600,000$ with 400,000$ going to the winner and 200,000$ for the loser and Kasparov accepting that! Well, 200,000$ guarantee for two matches (I mean that all that I got in Cazorla were the bills) had not been the case for quite a while in World Championships and I naturally refused it as I estimated it too low. I suggested the prize fund of 1,000,000$ with the distribution 600,000$ to the winner and 400,000$ to the loser instead.
I should state that the California offer with 600,000$ prize fund was the only more or less serious offer I've had until now. Later on Kasparov stated in many interviews that I had turned down the one million offer because of the different distribution (650 thousand to the winner and 350 thousand to the loser) and these statements are completely untrue. I have never seen the official one million offer and I already had had enough verbal offers made by Mr. Rentero.
I have also tried (and even got the verbal promises again!) to raise the prize money in Catalonia where I live but so far nothing is confirmed. Of course, Kasparov's continuous statements that he wants to play Anand don't improve the situation.
I presume that my legitimacy as the World Championship contender is not any lower than Kasparov's legitimacy as the World Champion. And if we follow the historical line and assume that the World championship outside FIDE still exists (although in future the agreement between players and FIDE should be made) then my match against Kasparov should finally be organized. I have won all the matches I played since 1991 with a high score, so I feel ready to beat Kasparov in the match play.

The second in the series of the new Russian Cup is underway in Moscow Feb 2-10. After six rounds Mihail Kobalija is half a point clear with 5.5/6. The event is a memorial for the Russian great Efim Geller who died late last year.

A 10 game match between Mickey Adams and Yasser Seirawan was drawn. The event took place 21st January to 1st February in Bermuda. Michael Adams won the first game with black after Seirawan lost his rook in a winning position games two and three were drawn before Seirawan equalised the match by winning the fourth. Seirawan won game 6 and Adams levelled by winning game 8. The final two games were drawn.

Albert Silver reports: The Vince Toth Memorial, a category 7 tournament took place at the Clube de Xadrez Guanabara, in Rio de Janeiro, Brazil. The event was made possible due to the sponsorship by Vince Toth's son, Peter Toth. The event is being organized by GM Darcy Lima, president of the CBX (Brazilan Chess Federation), and Cristovam Kubrusly, technical director. The arbiters were IA Friedrich Salamon and Francisco Figueiredo.
One can read all one wants about the great feats of the greats, but to be honest, for many of us mere mortals (woodpushers if you want to put it that way), they tend to remain at the level of a sort of Homeric tale. Why? While I read the stories and watch the games of my heroes just as avidly as the next, it's hard to really see these players as the kind of people one goes out to have a few beers with on a Friday night. Reading about how Kasparov had calculated some 15 moves ahead only made me conclude that the guy was an alien from outer space (his loss against Sokolov was probably to cast doubts on this truth). So a smaller, say 10 categories less, GM tournament where norms are in play, while not as cataclysmic in the grand scheme of things, tends to be a very human event with more nailbiting than anything you're likely to see. Such was the case for this second consecutive International event here in Rio. The occasion for it was in it's name, the Vince Toth Memorial. Vince Toth was a master strength player born in Hungary in 1915, whose main international performances were a shared 1st place with Szabo in 1939, and a 2nd place in 1943 ahead of players such as Barcza, dr Asztalos, etc... and a tied match in 1947 (11.5-11.5) with Grunfeld. In 1948, he moved to Brazil where he became an established icon of the Brazilian chess circuit, sharing his pleasure of the game with others and imparting it to his children and grandchildren, Peter Toth and IM Christian Toth. The tournament was made possible due to the generous financial support of Vince Toth's son, Peter Toth and organized to the indefatiguable efforts of the Clube de Xadrez Guanabara and the CBX, Brazilian Chess Federation, headed by it's new president, GM Darcy Lima. The roster and category of the event were a mystery until a week before due to numerous problems and FIDE's inability to produce a final rating list to this very day. On the GM front were Brazilian GM Jaime Sunye Neto, Spanish GM Felix Izeta, and Argentine (though playing under the Italian flag for the moment) GM Garcia Palermo, while on the IM front there were Brazilian IMs Mauro Souza, Everaldo Matsuura, and Portuguese IM Luis Galego. There were also Eduardo Limp (an IM waiting for his title to be ratified by FIDE), FM Sadi Dumont, Jose Costa jr., and Marcio Miranda. A cursory glance at the ratings of the players seemed to hold that if any norm was to be scored, the most likely would be by FM Sadi Dumont weighing in at 2384. As for a GM norm, though one always wants to believe in the possibilties of the players, the ratings weren't quite as favourable. The tournament was a strange and bloodthirsty one. Perhaps this is what contributed to make it a memorable one, for Marcio Miranda, though 56, the lowest rated player of the event at 2285, scored his first IM norm based on his elo performance, and Eduardo Limp, still untitled due to a technicality, turned in a class act by scoring a solid GM norm, and tied for first (second on tie-break) with 7/9. GM Sunye Neto lead the tournament from beginning to end and largely justified his role as favourite by scoring 7/9. More could have been expected of GMs Felix Izeta, 3rd with 5.5/7 and Garcia Palermo (6th at 4.5/9), but perhaps the sunny weather and very enjoyable social life contributed to a spotty performance. I'll just draw your attention ever so briefly to Izeta's lovely combination against Miranda in the 6th round commencing with 26..Bh3+!!. A hearty congratulations to the players and organizers for bringing about a thoroughly enjoyable event.

AFTER 10 YEARS - LUGANO AGAIN! March 12.-16. 1999
Once Lugano open was one of the most popular open in the chess world. Like many other tournaments, Lugano disaster happened suddenly, culminate at fame, main sponsor "Banco San Gottardo" was bought by Japanese. Of course, Japanese turn one's back to chess, they prefer go or sumo fight. Officialy they support golf, the latest fashion of the bankers. After 10 years Lugano open will start again. "Swiss Chess Tour 99" assigh most famous town in Ticino on his route. In the same period, at the springtime, from March 12.--14. Hotel "De la Paix" (****) will host chessplayers. Tehnicaly tournament will be classic open, in one section, 7 rounds in the 5 days. Time contol 40 moves for 2 hours and 30 minutes till the end.

players. The purpose of the survey is to investigate, whether certain
profiles can be ascribed to strong players as opposed to weaker players -
then it might be clear, what the weaker players need to care about if they
want to improve their game. Stronger players are very much welcome to
