2) Brazilian Championships Playoff by Albert Silver
Last year, the Brazilian Championship ended in a three-way tie for first between Rafael Leitao, Giovanni Vescovi, and Darcy Lima. The rules stipulated that a playoff be played in order to determine the champion. Unfortunately the playoff had to be put off until a sponsor could be found. Ricardo Barata, newly elected president of FEXERJ (chess federation of the state of Rio de Janeiro), was able to do so, and thus put an end to a joke that had begun to make it's rounds: that the champion of 1997 would be determined before that of 1996.
Porto Seguros Insurance graciously sponsored the playoff with a prize fund of $3000 as well as a number of side events that took place simultaneously. Though hardly perfect, it showed what can be done even on a limited budget and one can only hope that this event is the first amongst others to come.
The games were all fought out and each player had a particular claim to being favourite in the event. Rafael Leitao, who is fresh from his victory in the World under 18 Championships; Darcy Lima who, though the lowest rating of the three (most of which was due to his disastrous performance in the Olympiads when he was helping Sunye Neto in his bid for FIDE president), just came back from a Grandmaster norm in an open in Linares a month ago; Giovanni Vescovi, who started the original championship with a tremendous 6 out of 8 and known to be a very relaxed player (though perhaps TOO relaxed as it was later discovered that he was rushing off to a backgammon tournament that he was playing in after every round).
After two draws in the first rounds, Leitao drew first blood in the third round by beating Vescovi in a King's Indian in which Vescovi was never able to show much play for the gambited pawn in the opening and ended up being ground down in the subsequent rook endgame.
After drawing against Vescovi in the 4th round, Lima went all out against Leitao in the 5th round in which he gambited two pawns in order to obtain what seemed to be a tremendous initiative. Unfortunately for him, Leitao defended very well, and he should probably have opted for the safer 16...Qd4 which would have led to an equal position rather then the brave Ne5 which proved to be insufficient, and gave the title to Leitao. When the last round came up, and Leitao was already champion, many expected 10 moves, a handshake, and a draw, only Vescovi arrived saying that Leitao might already be champion but today he was going to lose. Leitao, as Black, went for the Petrosian variation of the King's
Indian in which he initiated a dubious queen manoevre (15...Qb8, 16...Qa7, 17...Qe3) which exists but not in that particular position, soon found himself in trouble, and this time it was Vescovi's turn to grind him down in a rook endgame guaranteeing him second place.

4) Deloitte & Touche Jersey Festival
The Deloitte & Touche Jersey Festival was won by IM Andrew Webster, he lost only one game to Bogdan Lalic. An interesting point was brought up by the final round pairings. Initially husband and wife Bogdan and Susan Lalic were paired together.
They normally agree a draw if they meet in a tournament. Here they were both in the running for first. The tournament committee agreed to change the pairings.
Next year there is promised increased prize-money. Information from John Henderson's Channel 4 Teletext page.

8) 52nd Yugoslav Championships by Sinisa Joksic
As has become quite usual a number of good players are missing from the Yugoslav Championships. Players such as Ljubojevic, Ivanovic, Djuric, Strikovic, Barlov, Ivkov, Vukic, Martinovic, Rajkovic, Lazic, Matulovic, Abramovic etc.
The main reason has been the speed with which the Championships were organised, only in a few weeks. The professional players have already made their own arrangements, normally six months before. This year there were 6 reserve passes in final. Gligoric got a white card to play in all Championships and the YCF put Ivanisevic in as a promising junior.
The Championship is 10. cat (2498) and GM norm is 10 points and IM - 7 (only for Ivanisevic). There are 8 prizes (10.000, 8.000, 7.000, 6.000, 5.000, 4.000, 3.000 and 2.000 dinars. 400 dinars c/a 1 DM)
Unfortunately the Yugoslav Chess Federation made a miserable decision as to the chief arbiter Vladimir Sakotic. He created a non-existent tournament where few years ago some players made GM- norms and got the title and later when FIDE found out these titles were removed.
The YCF punished him with a one year ban as arbiter and FIDE kept quiet. Now with the help of the President of the YCF, he is in action again.
Many Yugoslav players are ashamed of this.

9) Cappelle la Grande (Feb 15-22) by Christophe Bouton
The world's strongest open swiss tournament ended in an 8-players tie. Cappelle la Grande is a small city at 10 km of Dunkerque, North of France. This year 76 GM's, 93 IM's + 25 FIDE masters competed in the 9 round swiss. 49 countries were represented; among them we could see 2 Albanian players. The strongest countries were of course Russia (with Epishin and Morozevich, 42 players overall) and Ukraine + Eastern countries.
The motto of the organizer Michel Gouvart is to collect as many different countries as possible with a simple rule: every GM gets the same appearance fee.
Quite an impressive performance since the tournament is organised by the local members of the club for a total budget of about 1million FF (180,000 dollars).
With the comeback of both Tony Miles and Mark Hebden, the early rounds looked as a British blitzkrieg but the opposition this year was very strong and the two " swiss tournaments killers " finally tied for first place with 7 other masters.
The local IM Jean-Marc Degraeve achieved a GM norm with great ease.
